Fingers tune through dials of static on a handheld radio.
ORWELL, 22, a white male, stands on a baron hillside wearing a backpack. Orwell
takes out binoculars and looks at a small town in the distance. He then looks
to a broken graffiti ridden building overlooking the town. Orwell exits.

Fighting along the East Coast has intensified with recent
attacks focused on government agencies. Enemy forces using primarily home-made
explosives and illegal firearms attempted to overtake a police headquarters as
well as other facilities. Insurgents were effectively eradicated by the United
States Army and National Guard.
int. broken building, day
Orwell sets the radio on a ledge and unrolls a pad and
blanket while it continues. Red spraypaint sprays on a concrete wall. A black
spraypaint can is set on the ground. Orwell walks away from the unseen fresh
paint.
RADIO
Another bill was passed unanimously in the senate today enabling more accurate monitoring of terrorist activity via phone lines and radio transmissions. Senate majority leader Frederick Johnson had this to say: "...this bill will enable police to more accurately weed out the terrorists more difficult to locate by monitoring feeds such as cellular conversations..."
Orwell lays with his eyes closed. Helicopter blades can be
heard getting closer. Orwell wakes suddenly scared and looks out an opening to
the sky. He hurriedly grabs his blanket and pad running from the building.
Hiding behind a rock, Orwell uses binoculars to look back to the town. A large
truck stops on the main town road.

An OFFICER, dressed in black with patches of the American
Flag on his shirt and hat and a pistol on his waist, steps out of the truck
holding a wired CB radio. His voice carries over loudspeakers placed on poles
through the town.
Officer
Attention citizens of City 147: please bring forward your
identification forming a single file line for standard checks.
EXT. HILLSIDE, DAY
Orwell watches through the binoculars as families herd from
homes toward a SECOND OFFICER.
OFFICER (cont.)
Any in non-compliance will be detained in accordance with the
anti-terrorist act.

The radio remains in the building with the spraypaint in the
distance of an American flag with the caption "Democracy Now."
RADIO (woman's voice)

Well, diane, Many of your listeners are old enough to remember when there were 2 party elections and they'll tell you that nothing divided this country more. What we have on our hands are a group of nomad anarchists hell-bent on de-evolving the american society back petty bipartisan politics. These people carry this false notion that they've somehow been enslaved, but really, the steps the government has taken have been to protect our families and our very lives, even THEIR lives, these terrorists who still have the gall to call themselves U.S. citizens.
